Ghana‘s Ministry of Education says it is pushing major reforms to improve quality and inclusivity in the sector despite serious financial and infrastructure challenges.
Education Minister Haruna Iddrisu notes that most of the education budget is spent on salaries, limiting the ministry’s ability to address pressing needs such as school infrastructure, teaching resources and strike-related disruptions.
Under President John Dramani Mahama‘s vision, the focus is shifting from access alone to improving learning outcomes.

Plans include curriculum reforms at the basic level, stronger STEM education through practical learning, and tougher supervision to curb examination malpractice.
Free SHS will continue,but with sustainable financing through amendments to the GETFund Act and a World Bank–supported school improvement programme.
The government is also prioritising inclusivity by introducing free tertiary education for persons with disabilities, increasing funding for special needs schools, and expanding student support at the tertiary level through initiatives such as “No Fee Stress” and scholarship reforms.
