A citizen, Kwame Simpe Ofori, has formally written to the Chairman of the Governing Board of the Ghana Tertiary Education Commission (GTEC) requesting official information regarding the academic qualifications and professorial appointment of Professor Ahmed Jinapor Abdulai, the Director-General of GTEC.

In a letter dated and addressed to the GTEC Board in Accra, Mr Ofori invoked the Right to Information Act, 2019 (Act 989), emphasising that his request was made in the public interest and guided by the principles of transparency, accountability, and integrity expected of leadership within Ghana’s tertiary education sector.

He requested details on five specific areas: the type and title of Professor Jinapor Abdulai’s terminal academic degree (such as PhD, EdD, DPhil, or DBA), the institution that awarded it, the publications he submitted for promotion to the rank of Associate Professor, clarification on whether his professorial promotion occurred while serving at the University of Education, Winneba (UEW) or during his secondment to GTEC, and any official records, correspondence, or CV on file at GTEC confirming these academic credentials.

Mr Ofori noted that searches on reputable academic databases, including Google Scholar, Scopus, and ResearchGate, yielded no peer-reviewed research output or scholarly citations attributed to Professor Jinapor Abdulai.

He argued that since research productivity remains a key criterion for the conferment of professorial status, clarification on the matter is vital to strengthen public confidence in the integrity of academic promotion and appointment processes within Ghana’s tertiary education landscape.

He concluded by requesting that the information be provided within the statutory timeframe stipulated by the Right to Information Act.

The letter was copied to the Minister for Education, the Chairman of the Public Services Commission, and the Vice-Chancellor of the University of Education, Winneba.
