Former NAFCO CEO and wife granted GH¢150 million bail over alleged GH¢60 million theft case

Accra, Ghana. The High Court in Accra has granted a total bail of GH¢150 million to the former Chief Executive Officer of the National Food Buffer Stock Company (NAFCO), Mr Hanan Abdul-Wahab Aludiba, and his wife, Mrs Faiza Seidu Wuni, who are facing multiple criminal charges, including stealing, money laundering, and causing financial loss to the State.

Presiding over the case, Justice Audrey Kocuvi-Tay granted Mr Aludiba GH¢100 million bail with six sureties, four of which must be justified with landed property. Mrs Wuni was admitted to GH¢50 million bail with four sureties, three to be justified within the court’s jurisdiction.

The Court directed that all sureties deposit copies of their Ghana Cards with the Registry and notify the Court of any change of address. Both accused persons are also required to report to the Police investigators every Wednesday until the conclusion of the trial. The case was adjourned to November 27, 2025.

Mr Aludiba and Mrs Wuni, who have pleaded not guilty to the charges, are accused of diverting over GH¢60 million meant for the purchase and supply of foodstuffs under the Free Senior High School programme. The prosecution alleges that Mrs Wuni used her business, Fa-Hausa Ventures, to launder the misappropriated funds.

According to court documents, Mr Aludiba, as NAFCO CEO, and the company’s Finance Director, Mr Sam-Asante, who is currently on the run, allegedly caused the unlawful transfer of GH¢69.6 million to Sawtina Enterprise, a firm linked to NAFCO Regional Manager, Mr James Tieku-Apawu. Only about 20 percent of the funds were reportedly used for legitimate food supplies, while over GH¢50 million was allegedly diverted to Mr Aludiba.

The prosecution further contends that Mr Aludiba misappropriated an additional GH¢10 million, transferring funds to his own companies and those of his wife. Between February 2017 and February 2019, about GH¢5.49 million was paid from NAFCO to Aludiba Enterprise, despite it not being a licensed NAFCO supplier. In July 2022, another GH¢251,050 was transferred to Energy Partners Limited, a company that had rendered no services to NAFCO.

Investigations also revealed that GH¢4.4 million was paid to Alqarni Enterprise, a business owned by Mrs Wuni, under the false claim of supplying foodstuffs. Between February 2020 and November 2022, GH¢13.2 million was allegedly deposited into Fa-Hausa Ventures’ account, where Mr Aludiba was a signatory, even though he was not formally listed as a partner.

Prosecutors allege that over GH¢161 million was deposited into Fa-Hausa Ventures’ account and invested in financial instruments and securities for the personal benefit of Mr Aludiba, his wife, and their associates. The funds were traced to transfers originating from NAFCO through Sawtina Enterprise and allegedly used to acquire properties in Accra, Tamale, and other locations.

The couple, together with Mr Sam-Asante, Aludiba Foundation, and Energy Partners Limited, face 24 counts of offences, including stealing, dishonestly receiving, money laundering, fraudulent transfer, and causing financial loss to the State.

During the hearing, Mr Joseph Dindiok Kpemka, counsel for the accused, cited Article 19(2)(c) of the 1992 Constitution, reminding the court that every person charged with a criminal offence is presumed innocent until proven guilty. He said his clients had cooperated fully with the Economic and Organised Crime Office (EOCO) and would make themselves available for the trial.

Deputy Attorney-General Dr Justice Srem-Sai did not oppose the bail application but urged the court to consider the gravity of the offences and the large sums involved.

The case is expected to continue later this month, with prosecutors set to tender further evidence on how the alleged diversions were carried out through multiple corporate accounts and intermediaries.
