The Ghana National Chamber of Commerce and Industry (GNCCI) has urged the government to intensify efforts to improve revenue generation from property tax by leveraging the National Property Address System and other digital tools while strengthening the capacity of Metropolitan, Municipal, and District Assemblies (MMDAs) to collect such taxes efficiently.
Speaking at the 49th Annual General Meeting of the Chamber on the theme “Strengthening Local Businesses for Sustainable Growth and Development,” GNCCI President, Mr Stehane Miezan, emphasised the need for a broader and more equitable tax regime. He said the government must widen the tax base to ease the pressure on the few compliant taxpayers and employ effective strategies to curb tax evasion and non-compliance.
Mr Miezan also called on the government to reintroduce road tolls and formalise the informal sector through targeted incentives, e-VAT filing, tax amnesties, and Ghana Card–linked business tax systems. According to him, such measures would not only increase revenue but also promote accountability and transparency within Ghana’s tax administration.

“The Chamber expects the government to use the impending 2026 budget to introduce policies that will further stimulate private sector growth,” Mr. Miezan said, reaffirming GNCCI’s readiness to partner with the government to address challenges affecting businesses and promote sustainable development.
He further urged the government to review and simplify the existing tax structure by consolidating all levies into a single transparent VAT rate, reducing the overall VAT rate, and removing the COVID-19 levy, which he described as outdated and no longer relevant.
Mr. Miezan also proposed the introduction of turnover- and employment-based corporate tax thresholds, as well as the removal of VAT on insurance premiums to enhance accessibility for households and micro, small, and medium enterprises (MSMEs).
He reiterated GNCCI’s commitment to working with key stakeholders to build a resilient business environment and promote sustainable economic growth. “We encourage collective efforts toward adopting sustainable business practices that will strengthen local enterprises and ensure long-term national development,” he added.
