Vice President Prof. Jane Naana Opoku-Agyemang has reaffirmed the critical role of foundational education in Ghana‘s long-term national development following a high-level engagement with Jacob’s Foundation.
The meeting brought together the Chair, Board, and Management of the foundation, alongside the Deputy Minister for Education, Dr. Clement Abasinaab Apaak.
During the discussions, Jacob’s Foundation reiterated its commitment to supporting Ghana’s education sector through strategic and results-driven interventions.

A key focus of the meeting was the SCALE (System Change Architecture for Learning Excellence) programme, an $80 million multi-stakeholder initiative launched in mid-2025 in partnership with the Ministry of Education and the Global Partnership for Education.
The SCALE programme aims to reach approximately two million children nationwide, train teachers, and implement differentiated learning approaches in about 15,000 schools.
It will also expand the reach and impact of the Ghana Accountability for Learning Outcomes Project (GALOP), strengthening accountability and learning outcomes at the foundational level.
Vice President Opoku-Agyemang stressed the importance of regularly reviewing education initiatives to support evidence-based decision-making and long-term effectiveness.
She noted that quality education must be matched with relevance to ensure alignment with national development priorities and to prepare young people to take responsibility for Ghana’s future.
She also underscored the importance of strong, well-structured partnerships, emphasizing that collaborations in education must be anchored within a long-term planning framework to guarantee sustainability and real impact.
Reaffirming her commitment to education reform, the Vice President stated that every child deserves the opportunity to learn, grow, and explore their full potential.
She called for sustained attention to classroom realities, teaching quality, and accountability, stressing that investments in education must translate into meaningful outcomes for learners across the country.
